Reports – Philippines has the highest shopping scam rate in 11 Asian countries

A study by the Global Alliance Against Software Piracy (GASA) and Gogolook found that 35.9% of Filipinos have been victims of a shopping scam. This is the highest rate of any of the 11 Asian countries surveyed. The report was issued by the Office of CICC Executive Director Alexander K. Ramos and published on CICC website.

The 2023 Asia Scam Report released at the 1st Anti-Scam Asia Summit in Taipei was published by GASA and Gogolook and was based on data collected from nearly 20,000 respondents across 11 countries in Asia including the Philippines, Taiwan, Thailand, Japan, Korea, Malaysia, Hong Kong, Singapore, Vietnam, China and Indonesia.

The study revealed that Filipinos are particularly susceptible to scams involving fake sellers and phishing websites. These deceptive tactics lure unsuspecting individuals into purchasing fraudulent products or revealing sensitive personal information.

To combat this growing threat, the Cybercrime Investigation and Coordinating Center (CICC) is issuing a stern warning to the public, urging them to exercise extreme vigilance when engaging in online transactions. The CICC emphasizes the importance of adopting protective measures to safeguard against shopping scams.

CICC Executive Director Alexander K. Ramos reiterated his appeal to the public to be careful when they do their online shopping, especially during the yuletide season.

“Based on our observation, shopping scams usually increase during the Christmas season,” he said. “Scammers take advantage of the high volume of online shopping and people’s vulnerability during this period,” Ramos explained. The mindset and immediate response of Filipinos, when confronted with scams, make them vulnerable to falling into traps, according to Ramos.

“Some people easily believe in false promises even if they are too good to be true,” he said.

Based on the Asia Scam Report; 24.8% of Filipino victims respond too quickly to scammers’ demands and 21.1% of victims chose to take a risk despite uncertainty about the risk. Other reasons for vulnerability include being enticed with incentives and over-trusting with friends and family members.

Here are some tips that you can take to avoid falling for shopping scams:

  1. Shop from Reputable Websites: Patronize only established and trusted online retailers to minimize the risk of encountering fraudulent sellers.

  2. Exercise Caution with Links: Approach links embedded in emails or social media posts with skepticism. Avoid clicking on suspicious links, as they may lead to phishing websites designed to steal personal information.

  3. Protect Personal Information: Refrain from sharing sensitive details, such as passwords, credit card numbers, or home addresses, with anyone you don’t trust implicitly.

  4. Beware of Unrealistic Deals: Exercise discretion when encountering deals that appear too good to be true. Such offers often mask fraudulent schemes.

  5. Report Suspected Scams: If you suspect you’ve fallen victim to a shopping scam, promptly report the incident to the authorities.

Here are additional measures that you can take to protect yourself from scammers;

  1. Use secured payment method like credit cards or PayPal, which offer protection against fraudulent transactions.
  2. Make sure your devices and apps are up-to-date, including antivirus and anti-malware programs, to enhance your device’s security.
  3. Stay informed on current and emerging scam trends and tactics to remain vigilant against evolving threats.

Apple announces new M3 Family of Processors

In an event called ‘Scary Fast,’ Apple officially unveil the next general M-series processors; M3, M3 Pro, and M3 Max.

The M-series processors based on a 3nm manufacturing process, which will allow Apple to pack more transistors onto a smaller die. This will lead to significant performance and efficiency.

The M3 is expected to be a direct successor to the M2 chip, which is currently used in the MacBook Air, MacBook Pro, and iMac. The M3 feature an 8-core CPU, offers up to 35% faster than M1 for CPU performance, and a 10-core GPU, which is 65% faster than M1 for graphics. The M3 CPU supports 24GB of unified memory.

As powerful as the M3 CPU, the M3 Pro and M3 Max are expected to be even more powerful than the M3. The M3 Pro will feature a 12-core CPU and a 18-core GPU while the M3 Max will have 40-core CPU and a 16-core GPU. Both the M3 Pro and M3 Max will support up to 36GB and up to 128GB of unified memory, respectively.

In addition to the performance and efficiency improvement, the M3 family is also expected to bring a number of new features to the Mac. The M3 family will support AV1 decoding, which would allow users to watch high-resolution AV1 videos without using much battery life.

As more performance gains, the new M3 Processors also have an enhanced Neural Engine to accelerate powerful machine learning (ML) models. The Neural Engine is up to 60 percent faster than in the M1 family of chips, making AI/ML workflows even faster while keeping data on device to preserve privacy.

“Apple silicon has completely redefined the Mac experience. Every aspect of its architecture is designed for performance and power efficiency,” said Johny Srouji, Apple’s senior vice president of Hardware Technologies. “With 3-nanometer technology, a next-generation GPU architecture, a higher-performance CPU, faster Neural Engine, and support for even more unified memory, M3, M3 Pro, and M3 Max are the most advanced chips ever built for a personal computer.”

The M3 family will be powering new MacBook Pros and iMacs, which was also announced at the event, and is expected to be in the next generation MacBook Air and Mac minis, as well as future generations of Macs.

PhilHealth issue another “Urgent Notice to the Public” in connection to the Cyberattack last Sept 22.

PhilHealth has once again release an announcement that they are calling “Urgent Notice to the Public,” this is in connection to the Cyberattack that was made last Sept 22. The health agency reiterates that no member information have been taken and that membership database is intact and unharmed by the cyberattack last Sept 22.

They later reminded the public to be cautious in opening malicious contents online and on social media, which I suppose, is directed to PhilHealth’s employees. The agency is also working with the authorities to catch the perpetrators.

PhilHealth is currently working with multiple agencies that includes Department of Communication Technology (DICT), National Privacy Commission (NPC), Philippine National Police Cybercrime Division, Cybercrime Investigation and Coordinating Center (CICC) and the National Bureau of Investigation(NBI) to identify the perpetrators of the hacking.

Here’s the announcement by PhilHealth:

PhilHealth previously posted a Urgent Notice to the Public explaining what information have been compromised in the cyberattack that happened last Sept 22. Below are compromised PhilHealth member’s information;

  • Name
  • Address
  • Date of Birth
  • Sex
  • Phone number
  • PhilHealth ID number

The Health agency also recommended a number of steps that affected PhilHealth Members can take as a precaution.

The hackers demanded a ransom of $300,000 or approximately P17 million as payment to decrypt the files but according to a report by CNN Philippines, “The DICT confirms that some PhilHealth data affected in the Medusa ransomware attack have been published in the dark web after the deadline to pay ransom money to hackers lapsed.”

DICT official statement on PhilHealth Ransomware Attack

Following the PhilHealth ransomware attack last September 22, 2023, Department of Information and Communications Technology (DICT) has released an official statement.

Here’s the full text of DICT’s statement;

The Department of Information and Communications Technology (DICT), through its Cybersecurity Bureau, proactively responded to address a ransomware attack that targeted the Philippine Health Insurance Corporation (PhilHealth) last September 22, 2023.

Upon learning of the breach, the DICT Cybersecurity Bureau’s National Computer Emergency Response Team (NCERT) went to PhilHealth Head Office and implemented critical security measures which included the disconnection of workstations from the network, prompt coordination with PhilHealth to gauge the extent of the attack, and collection of relevant logs for thorough analysis.

As of September 25, 2023, PhilHealth’s critical web services are only accessible via their IP addresses and currently ongoing comprehensive security scanning. Efforts to restore the functionality of PhilHealth’s DNS server are underway.

The DICT condemns the ransomware attack carried out against PhilHealth in an attempt to illegally access the information of its members. We shall continue to investigate and monitor the acquired logs from PhilHealth’s affected systems. An extensive checklist has been prepared by the DICT to benchmark PhilHealth’s readiness to get their systems online.

The DICT is committed to ensuring the full restoration of security and stability in PhilHealth systems and to safeguarding government systems and infrastructure from malicious cyber threats.

PinoyExchange.Com to shutdown on April 15th

PinoyExchange, more commonly called PEx, just announced that the website will shutdown on 15th of April. PinoyExchange.Com is one of the first and oldest website in the Philippines, the domain was registered in 1999 and the website have been running for 24 years.

Here’s a short history of PinoyExchange.com as posted on the website;

During the early days of internet in the Philippines in the late 1990s, an idea emerged to create an online message board because at that time, the only way to communicate online were via chat sites and chat rooms.

On July 12, 1999, PinoyExchange was born founded by Michael Nolledo, Nix Nolledo and Jude Turcuato (Kaboom!) and later on joined by Michael Palacios (Mikoid) as a lead designer and technical consultant. Some early PEx members also became moderators to help out in managing content and discussions.

The website gained popularity through its exposure via televised UAAP basketball games where Jude (Kaboom!) was a commentator. During halftime, viewers were asked to express their views regarding the ongoing basketball games by posting comments on PEx. Thousands of students and alumni from UAAP member schools visited the site and created discussions revolving around the UAAP games.

PEx reached the 2,000 member mark before the turn of the century. This was at a time when the Philippine internet penetration was less than 2%.

Today, PEx has over 1.5M monthly users and has evolved to become an online forum where users from all over the world can connect and converse on a wide variety of topics.

Blizzard Entertainment to suspend most of its services in China starting this January 2023

After it failed to reach an agreement with China’s Netease Games, US gaming giant, Blizzard Entertainment will suspend most, if not all of its services in China starting this January 2023. Both Netease Games and Blizzard Entertainment where not able to extend their 14-year licensing agreement, since started 2008.

It’s unclear how failed extension will affect both companies and but all is not lost, since Blizzard’s mobile game Diablo Immortal will continue operating under a separate agreement with NetEase.

Here’s the official announcement by Blizzard Entertainment;

IRVINE, Calif.–(BUSINESS WIRE)–Nov. 16, 2022– Blizzard Entertainment, Inc. announced today that it will be suspending most Blizzard game services in mainland China due to the expiration of the current licensing agreements with NetEase, Inc. on January 23, 2023. This includes World of Warcraft®, Hearthstone®, Warcraft® III: Reforged, Overwatch®, the StarCraft® series, Diablo III®, and Heroes of the Storm®. Diablo Immortal® co-development and publishing is covered under a separate agreement between the two companies.

Blizzard Entertainment has had licensing agreements with NetEase since 2008, covering the publication of these Blizzard titles in China. The two parties have not reached a deal to renew the agreements that is consistent with Blizzard’s operating principles and commitments to players and employees, and the agreements are set to expire in January 2023.

We will suspend new sales in the coming days and Chinese players will be receiving details of how this will work soon. Upcoming releases for World of Warcraft: Dragonflight, Hearthstone: March of the Lich King, and season 2 of Overwatch 2 will proceed later this year.

“We’re immensely grateful for the passion our Chinese community has shown throughout the nearly 20 years we’ve been bringing our games to China through NetEase and other partners,” said Mike Ybarra, president, Blizzard Entertainment. “Their enthusiasm and creativity inspire us, and we are looking for alternatives to bring our games back to players in the future.”

Partnership like this is not uncommon in the gaming industry, since Riot Games partnered with Chinese gaming company Tencent distribute League of Legends in the country before the Chinese company acquired Riot Games for around $400 million.

Facebook is now back online and explains the reason for the outage

Facebook is now back, together with Instagram, WhatsApp and Messenger. After more than 6 hours of being down, the social media giant explained that the cause of the outage is a “configuration changes on the backbone routers that coordinate network traffic between our data centers caused issues that interrupted this communication. This disruption to network traffic had a cascading effect on the way our data centers communicate, bringing our services to a halt.

Facebook with Messenger, Instagram and Whatsapp went down last night leaving billions of users unable to communicate and unreachable, especially those who only exclusively use the services by the social media giant.

Mark Zuckerberg also posted an apology;

Facebook’s explanation did not provide much details on the outage, which to most of its users won’t even care about, as long as the service is back online.

Facebook, Instagram and WhatsApp are down

If you’re Instagram, Facebook and Whatsapp are unresponsive on your smartphone, then it you are not the only one, since all three services are currently down and Facebook already release a statement on twitter that they are aware of the issue and working to restore all three services.

A quick visit on Facebook.com, rather than the usual newsfeed, you will be greeted by a “Sorry, something went wrong.” message. While Instagram and Whatsapp, will give you the same “5xx Server Error.”

Here are the screenshots when I visit the websites.

On downdetector.com, it indicates that Facebook.com have been down for more than 2 hours now and the website received more than 125,00 reports at one time.

It’s unclear how long will the service be down and what is the caused of the downtime. I guess, we just need to wait and see.

Lithuania recommends to dispose your Chinese smartphones because of censorship issue

Lithuania’s Defense Ministry recently release a statement recommending that consumers avoid buying Xiaomi smartphones and suggests to people to throw away the ones they have after a government report found the devices had built-in censorship features.

Xiaomi’s Mi 10T 5G flagship smartphones, which is sold in Europe, have a built-in ability to detect and censor terms such as “Free Tibet”, “Long live Taiwan independence” or “democracy movement”, Lithuania’s Cybersecurity agency said on Tuesday, Sept. 21.

The built-in censorship features in Xiaomi’s smartphones software is turned off for the “European Union region”, but can be turned on remotely at any time, the Defence Ministry’s National Cyber Security Centre said in the report. National Cyber Security Centre also said that Xiaomi’s phone was sending encrypted phone usage data to a server in Singapore.

A similar security flaw was also found in the Huawei’s P40 5G smartphone but none was found in OnePlus phones, another Chinese phone maker, that has a strong presence in the European Union region.

Huawei’s representative in the Baltics told the BNS news wire its phones “do not process user’s data outside the Huawei device.”

The report added the list of “censored” terms which could be blocked by the Xiaomi phone’s system apps, including the default internet browser, currently includes 449 terms in Chinese and is continuously updated.

Apple introduces iPhone 13 and iPhone 13 mini with new dual-camera system and A15 Bionic SoC

Apple just announced the iPhone 13 and iPhone 13 mini with new dual camera system, Super Retina XDR display and powered by Apple’s newest chip, the A15 Bionic SoC.

The new iPhone 13 will still be using the same design language of the iPhone 12, which is a flat-edged but with narrower notch, which is 20% smaller than the previous model. The iPhone 13 and iPhone 13 mini is rated IP68 for water resistance for up to maximum depth of 6 meters up to 30 minutes.

The improved Super Retina XDR OLED displays on both iPhones delivers an incredible contrast ratio for true blacks and a 28% increase in max outdoor brightness at 800 nits, with higher peak brightness for HDR photos and videos at 1200 nits, while being more power efficient.

Speaking of power, Apple said that the new iPhone 13 and iPhone 13 mini will have a larger battery than the previous model and can offer an all-day battery life. The iPhone 13 offers up to 2.5 more hours in a day than iPhone 12, and iPhone 13 mini up to 1.5 hours more in a day than iPhone 12 mini.

The biggest improvement that Apple made with the iPhone 13 and iPhone 13 mini is in its processor, the A15 Bionic, the same processor that you see in the new iPad Mini.

Apple said that the new A15 Bionic, was designed using 5-nanometer technology that packs 15 billion transistors in the chip. It can peform 15.8 trillion operations per second. The A15 Bionic chip features new 6-core CPU with 2 performance and 4 efficiency cores is 50% faster that the fastest competition. The new 4-core GPU offers up to 30% faster than the competition and enables more lifelike visuals and lighting effects in graphics-intensive games.

Just like with previous generation of iPhone, Apple made a lot of advancement with its dual-camera system both in hardware and computational photography. Its new 12MP Wide angle camera with 1.7 µm pixels, the biggest sensor in any iPhone camera, is capable of capturing 47% more light for less noise and brighter images. The custom-designed 12MP Ultra Wide camera with its new sensor captures images with more detail in the dark areas of photos and videos with less noise.

Apple also introduced the new Cinematic mode on iPhone, where its records videos of people, pets, and objects with a beautiful depth effect with automatic focus changes, which means you can always change focus object even while you are recording.

Here’s a short video that Apple released to demonstrate the Cinematic mode feature.

https://www.youtube.com/watch?v=8Tl1RL8MRCA

To offer the best connectivity, the new iPhone 13 and iPhone 13 mini will support 5G and with the iOS 15, Smart Data mode will help you conserve battery life by automatically shifting iPhone to LTE when 5G speeds aren’t needed.

Apple also increase the entry-level storage from 64 GB to 128 GB, which is understandable, specially with its enchanced dual-camera system that can capture HDR photos and video with a resolution of up to 4K at 60 fps, which requires a lot of diskspace.

If you look at both device more closely, the iPhone 13 and iPhone 13 mini are technically same device. Both are powered by Apple-designed A15 Bionic SoC, the same Dual 12MP camera system, supports 5G connection and supports fast charging. Both the iPhone 13 and iPhone 13 mini will also be using the same screen, the Super Retina XDR display.

The only difference between the two is the size and the screen resolution, which appears to be relative to the size of the device.

You can now order the new iPhones and will be available by September 24th. You can find the pricing for the new iPhone 13 and iPhone 13 mini below;

DICT to launch the sixth Philippine Startup Challenge 2021 this September

The Department of Information and Communications Technology (DICT) is set to launch the sixth (6th) Philippine Startup Challenge 2021 (PSC 2021) this September.

The event is an annual startup competition started in 2016 which aims to encourage and support Filipinos to create innovative and relevant ICT products and services that may develop into viable business ventures and potentially solve social problems.

“Through this initiative, we hope to promote the entrepreneurial spirit among Filipinos that will surely help our country advance in the global digital economy,” DICT Secretary Gregorio “Gringo” B. Honasan II said.
As part of the Republic Act No. 11337 or the “Innovative Startup Act” which was enacted last 26 April 2019, the Philippine Startup Challenge seeks to aid in strengthening, promoting, and developing the Philippine Startup Ecosystem.

The event also aims to bring together experts in Information and Communications Technology (ICT) from across the country to help establish a network of innovators, foster a culture of entrepreneurship in ICT, and discover the endless opportunities catering to vigorously advance science, technology, and innovation.

This year, the competition will be open for submission of entries that cover software and internet-based innovations and will cater to all startups in the ideation to minimum viable product stage.

Ms. Emmy Lou V. Delfin, Director IV of the ICT Industry Development Bureau (IIDB), encourages Filipino professionals and students to participate in the startup competition.

“We are taking the Philippine Startup Challenge 2021 to the next level as we include another category for Filipino professionals in the competition. Hopefully, with our Bureau’s initiatives, we can support Filipino professionals and students further so they can continue to improve their startup ideas,” Director Delfin said.

The Philippine Startup Challenge will be divided into two (2) categories for professionals and students, with a maximum of four (4) members per team. For the entire duration of the competition, the DICT together with its partner organizations and ICT councils, will be guiding and mentoring the winners in preparation for the next rounds.

This nationwide competition will start from regional pitching competitions where three (3) regional winners will be assessed and chosen by the Regional Selection Committee. Regional winners will then advance to the Semifinal Round, where the top ten (10) teams shall move on to the national competition. The Finals for the professional category is set on the third week of November, with the five (5) winners to receive funding proposals.
The PSC 2021 is to be held in partnership with Philippine Software Industry Association (PSIA), Ignite, QBO, StartUp Village, Spring Valley, Huawei, and Microsoft, among others.

Sadly, no new hardware was discuss even though there were rumors that Apple is working on a new M1-powered Macbook Pro and a new augmented reality (AR) headset.

If the video above is too long for you, you can watch this compressed version by MacRumors.com.
