Anthropic has opened its fifth Asia-Pacific office in Singapore and signed a Memorandum of Understanding with the Singapore Ministry of Digital Development and Information. The MOU covers cooperation on AI safety, security and model evaluation, research on AI adoption and its impact, and responsible adoption across the public and private sectors.

The ministry’s Permanent Secretary, Kai Fong Chng, and Anthropic co-founder Ben Mann signed it on the sidelines of Singapore International Cyber Week, with Minister Josephine Teo and Anthropic’s APAC policy head, Michael Sellitto, as witnesses.

Anthropic plans technical exchanges with Singapore’s AI safety, security and assurance institutions on model evaluation, testing standards and incident response. It also plans to share research and data, including from its Economic Index, help small and medium-sized businesses adopt AI responsibly, and build AI skills among public officers. The partnership builds on work dating to 2023, including a red-teaming project with Singapore’s IMDA and the AI Verify Foundation in English, Mandarin, Malay and Tamil.

The expansion follows strong local demand. Singapore ranks second of 121 countries in Claude.ai usage relative to population, at nearly six times what its size alone would predict. More than 1,500 engineers at GovTech Singapore have adopted Claude Code, while DBS and GIC use Claude across their operations. Grab’s Claude-powered sales assistant saves its teams roughly 40,000 hours a quarter.

Anthropic also hosted Builder Summit Singapore for more than 300 developers, and earlier in the week a community meetup drew over 700 local builders. The new office is now open and hiring.
