President Rodrigo Duterte just signed Proclamation No. 374 declaring the CPP-NPA a terrorist organization. CPP-NPA had been on the terror list of the United States since 2002, so this proclamation is long over due. Here’s a copy of Proclamation No. 374 ; source: CNN Philippines
