Filipino executed in Saudi Arabia for murder

A Filipino on death row in Saudi Arabia has been executed, the Philippine government said on Tuesday, October 8.

“We regret to confirm the news that a Filipino has been executed in Saudi Arabia for murder,” the Department of Foreign Affairs (DFA) said in a statement.

The Philippine government provided legal assistance and exhausted remedies to save the Filipino’s life, including sending a presidential letter of appeal to Saudi Arabia’s King Salman. But the victim’s family refused to accept blood money in return for forgiveness of the Filipino, and so the death penalty was meted, the DFA said.

According to Foreign Undersecretary Eduardo de Vega, the overseas Filipino worker pleaded guilty to the crime. The victim was the OFW’s Saudi Arabian business partner, and the incident happened in 2020.

The Rappler also reports that according to DFA there are still “nine Filipinos remain on death row in Saudi Arabia.”

Department of Migrant Workers shuts down operations of unlicensed Maritime Firm

Department of Migrant Workers (DMW) Secretary Susan Ople has ordered the closure of a maritime consultancy firm JCB-Success Maritime Consultancy Services, a maritime consultancy firm in Sta. Cruz, Manila.

The closure of the firm came after Manuel Jericho L. Ramos, one of the victims, complained that the firm was able to deliver their promised deployment after asking “him and three other applicants to pay P75,000 each as placement fee and encouraged to convince other colleagues to apply for positions offered by JCB.”

In addition to the filed complain, JCB is operating without any permit from the DMW. JCB operations is to offer jobs as deck seafarers, able engine seafarers, oilers, engineers, and yacht stewards. When a potential applicants/victim submitted the requirements like Seafarer’s Identification and Record Book (SIRB), passport, resume, skill certifications, etc. They (victims) are then referred to an “international manning agency” for deployment. This is where the applicants are duped in “gettug” an offer and deployment, this is where the collection of fees are initiated.

It was determined that even those unqualified applicant were “promised jobs.”

JCB claimed that they have been deploying applicants since November 2022.

With its closure, JCB-Success Maritime Consultancy Services, its owner, employees, and officers will be included in the DMW’s list of persons and establishments with derogatory records. They will be barred from participating in the government’s overseas recruitment program.

The DMW will file illegal recruitment cases against the firm’s owner and officers.

Under Republic Act No. 8042, as amended by Republic Act No. 10022, any act of hiring Filipino workers, undertaken without license or authority from the DMW, is considered illegal recruitment.

Use of Face shield is now voluntary in Angeles City

Use of face shield is now voluntary for Angeles City residents, after being under Alert Level 2. This was stated in the Memorandum no. 1524 (series 2021) that was release by Office of the City Mayor of Angeles City.

The memo states that Angeles City was placed under Alert Level 2 by the IATF last November 13, 2021 and that the use of face shield as stated in IATF Resolution-148D, will be voluntary.

The LGU of Angeles City still encourages the use of face shield when indoors like in high-risk areas like clinics and hospitals. Even though private establishments are given the discretion on the use of faceshield, staffs of food establishments are also encourage to use face shield.

The new memorandum regarding face shield took effect November 16th and will in effect until Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) release a new list of Alert Level classification by the end of the month.
